In Hayward, a one-mile horizontal levee is bringing new life to the shoreline while safeguarding nearby communities. Wetlands absorb storm impacts and slow floodwater, while native plants anchor the soil with deep roots, strengthening the Bay for people and wildlife.

Palo Alto Living Levee:
A New Model for the Bay
On the Palo Alto shoreline, a new kind of climate solution is taking root. Save The Bay and regional partners are building a horizontal levee—a gently sloping shoreline planted with native grasses and flowers that protects communities while restoring habitat.
Unlike traditional concrete barriers, this nature-based approach works with the landscape. Soil, plant roots, and microbes naturally filter treated water before it reaches the Bay. When fully operational, the levee will process up to 100,000 gallons of water each day, improving water quality while strengthening the shoreline against sea level rise and flooding.
